Residential Construction Projects

Building Permits are required for all proposed residential projects including, but not limited to, a new home, additions and accessory structures. Permit fees vary according to the type of project.  All proposed projects require a plan review process.

***The City has adopted a revised Building Fee Schedule, effective June 11, 2026. The updated fees will apply to all applicable permit applications submitted on or after the effective date.

GENERAL REQUIREMENTS

• Application
• Warranty Deed
• Two (2) 11x17 Site Plans
• HOA Letter of Approval (If applicable) 

 

REVIEW PROCESS

• Site plans will be reviewed for compliance with 2021 IBC Codes and City Ordinances
• May take 24-48 hours

 

PERMITTING

• Upon site plan approval and collection of fees, permits will be issued.
• Permits are issued daily, once signed and approved. 

 

Sub-Contractors License & Insurance 

• All sections of the application must be completed in full. Applications with missing or incomplete information will be placed on hold and will not be processed until all required information has been provided.
• A copy of the contractor’s current license and proof of insurance must be provided for each project and permit application.

• Proof of insurance must list the following as the Certificate Holder:

Swimming Pool and Irrigation Sprinkler 

• Applicants must submit a completed City of Palmhurst Swimming Pool Application to Sharyland Water Supply for review and approval. The required approval signature from Sharyland Water Supply must be obtained and included with the application prior to submission to the City of Palmhurst.

Stormwater (Small Projects)

• Small Construction Notice (Per TCEQ Inventory) 
• Detailed Erosion Control Plan (Silt Fence, Construction Entrance, Inlet Protection, Concrete Washout)
